Can you define human services delivery system?

I am doing some research on a job application and these are the exact words for the requirements:
B.A. in Psychology, social work (Does "social work" mean a Sociology degree?), or a related human services field (what exactly is this major?) with a minimum of 1 year experience in the management of human services delivery system.
Q: Does teaching and administrating a school count as "human services delivery system"?

Social work is a profession in and unto itself. It is not sociology or psychology. A BA in social work is sometimes called a BSW.
If you were a principle or vice -principle or similar position in a school this would probably count - though technically not a human service. It depends on how rigidly they are applying their requirements. A human service delivery system would be child welfare organization, a non-profit working with families, children, it would include aid, therapy, and related services. Now - technically the health care field is also not human services - though Education, Health, and a few other areas (youth development) all relate to humans.
