Does this sound unprofessional?

I do security where I work. I guard a state institution, which is about to be turned over to the county and subsequently knocked down.
The contractor hired to do the work is causing headache about stuff being removed from property. There are two state employees left; one of the big projects has been removing antique radiators using hot-water heat. There’s another state facility that’s planning on using them to make an old-time feel to one of their buildings. The contractor is pitching a fit over this and accusing them of stealing all the radiators and the plumbing. The plumbing is old, we’re talking antique radiators with feet, all the pipes are wrapped in asbestos. You’d have to be an idiot to steal the plumbing for scrap metal.
The contractor has stopped it by threatening to pull out. There’s 30-40 heaters in question, which is a drop in the bucket compared to everything else. They have sent spies to break onto property and photograph goings-on. The contract project manager had to be removed from property for being a nuisance. The guy is about to become our boss when he takes over. (awkward)
The project manager is basically the little kid who owned the ball that was being used on the playground and then takes his ball home because he lost. He’s being petty & childish. He’s only interested in lining his wallet off the heaters from scrap-metal.
There are more minor details; I don’t want to hang all the dirty laundry out there.

Sounds like an awkward situation. I'd say this, if the contractor gave his bid thinking that the heaters were going to be there, that's one thing. Also, did they tell the contractor they were taking the heaters? Did they tell him AFTER he accepted the job?
If so, I think the state may be in the wrong, but I think the contractor is being a HUGE baby about this. Getting a contracting job of that size is HUGE business, and if he does a good job, there could be another contract for him in the future. On the whole, gov contracts are big money makers, and for him to throw it away on some heaters is petty, and bad business..

That does sound very creepy! I think I might speak to the Health & Welfare regualtions office -some office of that nature. It sounds very very unprofessional & dangerous!
