What are all the steps necessary to transfer an employee between departments?

For example: John Doe is a Systems Engineer. His job will remain the same, but he is being transferred from one department to another, but within the same company. What are the standard policies and procedures for transferring him between departments? What departments (HR, IT, etc) would play a role in this transfer?? As detailed as possible would be great! Thanks all!

Easy, I was just transferred. Usually HR is involved when there's budget concerns, like your new department is overbudget for the quarter and you will push them over the top. HR and senior leadership like Directors or VPs will need to be involved for approval. Other times, transferring departments if very informal. It just takes an OK from a high up person. I've seen emails make approvals. IT might need to be involved if someone is changing computers or desks.

wow - that really depends on the company in a small company it can be as simple as the owner saying - hey - tomorrow I want you to work over there instead of here in a large corp - usually, what happens is the department manager let's HR know when and why the move is being made - if payroll needs to be notified then HR does that - sometimes it may be necessary for accounting to know - if for instance the employees time is tracked for "job" billing purposes -
