What is the difference between Staff versus Senior in a software job title?

In the software world, perhaps others, there is a concept of "senior" engineer and "staff" engineer. Some companies put staff over senior, while others put senior over staff. Which one is higher in rank and what is the difference?

I've never heard staff above senior (not that it doesn't exist ) Typically a senior title means you are at the top of your field, a business expert. Staff is usually entry level and mid level people. I hope this is helpful.
