The two terms are in essence interchangable and are sometimes used to describe the same role it depends a lot on the company. Clerical tends to refer to a job that is more entry level in which you are answering the phone, typing, filing, and doing basic functions with a lot of supervision. Whereas administrative can mean that the job is a bit more senior where you may have your own area of supervision to ensure a task gets done and requires less supervision. The key is understanding the role profile and what is required in the job.
