Although most any union will allow you to pay dues to them as a "registered member," the normal procedure it to first get hired for a job in a union's jurisdiction, THEN join the union. The exception is certain skilled jobs that a smaller company does not need done everyday (like plumber, painter, electrician) where first you join the union and the union sends you out on jobs and pay for your benefits out of your dues.
