How much does the Post Office pay you for EMA? Earned Mileage Allowance, and how often?

I was curious on how the Post Office pays the EMA to the RCA's. What is the amount per mile, and how often paid? Is it a separate check from your paycheck?

Rural mail carriers are reimbursed for mileage put on their own vehicles while delivering mail.
Effective July 1, 2000, the equipment maintenance allowance base rate shall be thirty-five and one-half cents (35.5ยข) per mile or major fraction of a mile scheduled per day or $14.20, whichever is greater.
To meet future price fluctuations in all vehicle operating costs, the EMA rate shall be adjusted pursuant to changes in the Expenditure Category for Private Transportation (Unadjusted index), as issued in the Consumer Price
Index for Urban Wage Earners and Clerical Workers (CPI-W). The adjustment shall be calculated following the release of the CPI-W for the months of May and November. The CPI-W (Unadjusted) for November 1995 and the EMA Rate for July 1, 2000, will be the base period for comparison for all changes calculated during the life of this Agreement.
