In a building, it's the maintenance person, a nice word for "janitor". The person who cleans and looks after the heating, plumbing and services.
In a wider sense, anyone who looks after or takes care of something. This is where the word "custody" comes from--caring for someone in the sense of looking after them. That's why in the UK they say that a child is "in care"--under the custody of the State.
