There are specific job recruitment agencies in New York who deal with employers from the Middle East. You would have to try looking up those names either on the net or as the N.Y. State employment bank. He should try getting his resume to some recruiters in Alberta, or Saskatchewan provinces in Canada. There is a shortage of skilled workers in Alberta for sure. Good Luck.
