which job title is better... staff accountant? or financial assistant?

It depends on the company. Staff accountant may be the title for all of the accountants other than the supervisory personnel, or it may mean the accountant is part of the staff of a high-level director or manager rather than a run-of-the-mill accountant. The same could apply to a 'financial assistant.' The salary range would best identify which title is best.

Why does it matter what the job is "called"? Shouldn't it more matter "what you do"??

Staff accountant normally implies a position that requires a degree, a financial assistant position does not.
