What jobs would consider to be a stepping stone for a career in law enforcement?

NOT Security Guard!
MP in the military or really ANY military experience. Short of that, get an education. Degree is important for advancement. If you want to progress into detective work and higher rank like Sgt. or Lt, you need an education. You'd be surprised how many Mensa's actually work in law enforcement.

Maybe being a security guard? My cousin wanted to be a cop, they told him he didn't have enough life experience. He joined the army and now he's a cop.

I think something that shows you contribute to society and the community, even some voluntary work would be a good start.
also, working in Local Authorities / councils in departments that deal with social issues, as this will raise your exposure to people and their social context. Councils now work very closely with the Police in order to reduce crime and anti social behaviour.
You should then think about trying to get a job as a community support officer or special constable.
Also, there are lots and lots of civilian careers in police forces around the country. This would give you a good grounding in the work of the force and would help you to build a career. You could then progress to the enforcement side, having proved our commitment to the work of the force as a civilian.
All of these things would give you knowledge and experience, which would all help at interviews at a later date.
