What sorts of jobs could the Government create to get people off Government Benefits?

The Government in Australia want people off the handout, so I'm going to write a letter to suggest types of jobs they could create to assist in bringing down the number of unemployed. I'll start the ball rolling...Bus conductors for security on school buses so that drivers can drive and not babysit as well. Any more suggestions?

The Government already do this. It's called the public service. You'll often find people working in white collar public service positions because they can't get a job in the private sector.
