How does a starting out wardrobe stylist get to the point where she can pull clothes from stores & designers?

I just did Costume design for my firs SAG film, but I don't know what to do next. I don't know how to book other work where I'm not given a clothing budget. What do I need to do or present so I can pull clothing from stores and designers. Basically how do I start?
