What can this project manager do to energize their project team?

Scenario: You are introduced to a project manager, who does not have authority to give a pay raise or promote a project team member. This project manager can report poor performance of a team member to the employee’s manager. The project manager also does not control the budget. Product management allocates the budget. With this information, what can this project manager do to energize their project team?

Get everybody together - look at the task at hand - have a few at the local pub and talk shop - Break down any beariors that might hinder working together - Get people working together and doing what each person does best - Once the project is underway then keep it going - Meet each others families - And above all Don't complain about another person to anyone else except that person.
Many people working together are not always good friends - It is best to get along as best as possable to get the job done - A project well done will benifit all - When the corp works well together then all will not only enjoy their job they will enjoy working together :)

A good project manager gets to know his or her team and identify their needs; these could be monetary gain, approval, recognition etc...once a PM understands her team in this way the next step is to get them talking to each other - this isn't necessarily an easy job as you can't always get people to work as a team. The PM recognises the positive dynamics of a team and also its weaknesses and works these to the project's advantage whilst developing the weak points.
Team building activities are a good way of making people talk to each other. Your PM could do as little as bring a few cakes/ doughnuts into a meeting for everyone to eat, maybe a small game to get to know each other. Above all a good PM acts as a go-between, buffer and passer on of knowledge, if he/ she is willing to take a bullet for the team (i.e. take responsibility for a fault) instead of aportioning blame then she'll get the respect she needs to make them work well.
