How have Civil Service employees done without social security program?

I believe U.S. civil service employees may opt out of the Social Security system, and I wonder if studies may indicate whether they have been able to obtain similar or superior coverage and the same or lesser cost on their own?

I'm a civil servant and the state deducts 8% out of each of my paychecks to put in the state retirement program. It is mandatory. It totally blows. The state will supposedly match it but the rate changes and stuff... I didn't really pay attention because I know I will only get that matched if I retire in this state and I have no intention whatsoever of doing that. When I quit my job, I'll get the money back without it being matched, but they will take out taxes first before they return it to me.
I want that money right now for hookers and blow. I'd rather pay social security.
