I want to help my father further his career in underground water utility!?

He haves great experience in underground water utility prior to 12 year in his company. His pay is faire but for his great knowledge in his career he should get paid more. So out of me curiosity is there any certifications he can take to higher his career?

He should ask at the company where he works. If he's with the municipality, for example, he can talk with the Human Resources personnel to find out what the pay scales are, and what he can do to move up in grades. It might be certifications, or it might not be. But the best resource for him is his employer - they will tell him what they are looking for.
