What time should my supervisor deliver payroll checks?

Checks are ready by 9am in the finance department for pick up, but my supervisor has a new rule that all payroll checks will be available for pick up after 3pm on payday. Can she do that?

Yes, she can. But there are two ways to go over her head on this. The first and easiest and sure fire way to get your paycheck at 9AM on payday is to sign up for direct deposit. If your company does not offer direct deposit, then go speak with her. Tell her that you are sure that she has a good reason for her rule, but that you need your check by lunch time and give her a very good reason. One BAD reason to give is that you want to avoid hitting the bank after work, for example, among other lamer ones. Tell her anything like this and she will say no. One GOOD reason is (which you may use, even if it isn't true): Tell her that your bank has a cut off time of 2PM for deposits (and many banks actually do). If you do not get your check in by that time, then they won't process the deposit until Monday, and the funds from the check will not be available when needed on Saturday, but rather on Tuesday, and you just cannot wait that long. Then, try to work with her, such as letting you pick up your own check yourself from the Finance Department, or maybe convincing her to have the checks for all by lunchtime. If she doesn't budge, politely and discretely discuss this with her supervisor or with HR, and give them the same reason. DO NOT complain about your supervisor. Just say that she wasn't able to help, and that you are seeing if they can help instead.

Yes she can. More than likely what she is trying to avoid is people getting their checks early, going to lunch and then not coming back. I don't know where you work or what the shift is but likely this tactic is covering first and second because second comes in around that time and they won't be able to cash them when they have lunch because it will be too late.

Of course she can. I assume that your workday isn't over earlier than that - if you are done with work at noon or something, she should give them to you then.
