How does AppleOne, Kelly Services and all the other big staffing agencies get new clients/business?

I just started recruiting at a smaller staffing agency, and every place I talk to says they can't pay the fees and all that. But, I know that AppleOne and all the bigger agencies have no trouble getting new business.
What is it that the bigger staffing agencies do to get new business?

Kellysearch have good amount of Data base of compaines. So they are in good positions and have brand so now companies are approching to add themself in kellysearch Data base ..Its all brand promotion . When they have started company. they were also approching company to increase their Database.
suggestion for you . Do brand marketing .Make people aware about your company. Do promotion of your company.
