Is medical billing and coding something that you have to go to school for or on the job training? Also, about how much does it pay? What are clinics and hospitals looking for when hiring someone for that position?

Yes, you have to go to school. Most places prefer or require that you are certified through AHIMA. (www.ahima.org). It's a 2-year degree. It pays average... Depending on where you live, it could be anywhere between $10 and $20 an hour! Experience is essential.
