Would you take a salary cut of 5 % to switch from a Tech Support Engineer role for a Project Manager role?

Basically the Project Manager job pays 68k and Tech Support 75K (Current Salary). I thinking it would be a good opportunity but i am debating the salary...Note: This is a Bay Area Salary that I am speaking of...:)

If you can handle the lower rate, sure. Because it is always better to manage. And besides, the Tech Support job is likely at the top of that career path, while you will be moving over to a new path where there will be more room to rise.
