Do I need to a degree in engineering to become a engineer?

I have a motorsport engineering apprenticeship, also now worked in engineering companys for 9 years, am I a engineer?

Probably not.

A:
Different countries use the term engineer differently. In the UK, they call repair technicians "engineers" In the US you need a college degree. Or a 2 year degree and like 10 years experience.
