What's going on with the CAD (Computer Aide Drafting) industry? What Engineer firms are hiring right now?

I am a civil/structural drafter and can't seem to get employed. What is happening to this field of expertise? Why is it that companies are not hiring for this position?

There is a recession going on and nobody is building anything or has the money to build anything so nobody needs civil/structural drafters. A lot of civil engineers and architects are out of a job right now also and can't find a job.
