A business analyst does analysis of business requirements and translates them into specification documents for technical staff. For example, a guy may want a Finance programme developed. They will talk to the BA, who will clarify exactly the requirements, goals, etc and will then go and speak to the developers who will make it happen. Generally, a (technical) BA will have understanding of technology, but not the level of detail required to do the developing themselves.
A system analyst analyses the systems, so this is very much a technical role.
Having a degree in Bus IS can make a difference, but it depends on the company. I've recruited for some IT companies that will only recruit people who have an IT degree. Generally though, most managers/companies will be more interested in your relevant experience, an IT degree is just an added bonus.
However, if you're not long out of Uni, then having this will put you ahead of all the other people with no experience and no qualifications.
Been a tech recruiter for 8 years...
