What do you need to get into a two year welding school in Vermont?

I have a friend who is a freshman in high school. After he graduates high school, he wants to go to a two year welding school in state. He knows which one. He kinda has a difficult time in school. He's not always very well behaved and he's in some lower class. Not to low but about one level down from regular classes. What does he need to get into a school like that?(grades, classes, etc) About how much would everything cost for him to go to college?

I took a 2 year welding course in canada and it only required a high school diploma. Tuition fees were about $3500 per year maybe, but in canada the government pays about $10000 or more so that college and university courses are cheaper. Overall it costs $12-15000 per year for living expenses and school(apartment, food, partys,car, etc)
The actually book work in the my welding classes was not that hard, basically just reading through 20-30 page modules and answering some questions from them, which takes almost no time at all and we only did 1 a week or so. As long as you make it through high school and have the money, i imagine a trade school will take you.
