Microsoft human resources just sent me a form to fill out to identify my sex and race. What does it mean?

I applied for a job with them about a year ago but I never heard back. Now out of the blue I receive a letter from them asking me to fill out my sex and race (only if I want to, of course) and send it back to them. Does this mean they want to offer me a job soon or do they do this with everyone?
P.S. It was a letter, not an email.

They have to keep records about the number of minorities hired vs. the number of minorities that have applied, in order to make sure that their hiring practices don't make it harder for minorities to get hired. Its probably for their reports.

I would be really careful who you send info about yourself to. Before you give any info, contact someone at microsoft by phone to see it was actually them that sent you the request for information. It could be someone that wants to steal your identity or something like that.

Stupid paperwork for affirmative action. We are supposed to do that too but we get out of it because we don't interview people. We call the union and order workers and take who they send so we hire 100% of the people who apply. We don't collect resumes if we have a non union opening it is one every 3-4 years.
When someone won't tell their gender or race you have to guess. We do government contacts so have to report on race and gender.

Doesn't sound legit to me. Did you look at the headers in the e-mail to make sure it really came from them? Are there any links in the e-mail? Did you hover over them to make sure they really lead to a Microsoft site?
I wouldn't bother answering. I'd just delete.
