I am an Indian HR Manager planning to work in Dubai or Singapore, which one wil be better in terms of lifestyle & I can save some money? Im an MBA in HR +SAP trained from Siemens & have 5 yrs of work experience.

I'd guess you'd probably earn more in Singapore. How much you save will depend on lifestyle and what you get with your employment package e.g. if employer pays for accommodation you can save much more money. Dubai can be very cheap or very expensive. Singapore the same but for different items.

you should try for Singapore...though Dubai is also good.
