I am very savvy with paper work ( incorporations , filings etc) , however I want to know what can I do without pretending to be an attorney . What services can I provide ???

You can offer small business administrative solutions. This doesn't provide for enough work to make bills, you might want to take a couple of accounting classes to add value to your service, that and/or payroll.
