My husband needs a job! Help! Dilemma?

So here's the scenario.
We live in Stockton, CA. My husband was working as a Supervisor for a moving company in the Bay Area for 4 years, then was hired onto one of their accounts to do Facilities Maintenance. He did that for 8 years as a full time employee. He was the person who fixed everything, set up meeting rooms, inspected buildings, got rid of wasp nests, whatever you can think of. Facilities Maintenance did it.
So, they have a layoff, and he gets his pink slip. Through the time he worked there, he never had a reason to be certified, he was mainly gaining a TON of work experience. But now, we face the dilemma - why isn't he certified? Why doesn't he have air conditioning certifications? Why isn't he with a union?
So, he ended up having to take a temp job in warehouse shipping and receiving. That job went for about a year and a half, and then the budget wouldn't allow them to keep him any longer.
Our dilemma is... now he has a year and a half of warehouse/shipping experience on his resume, which is what the hiring managers look at first! So they assume that is his background, although he has 8+ years of facilities maintenance. So none of the facilities maintenance positions even bat an eye at his resume. Facilities maintenance is where he wants to be, not shipping! Shipping/warehouse jobs are almost minimum wage, while facilities maintenance engineers bring in upwards of $20+ per hour.
Not to mention, every job we see is asking for "journeyman level" or some sort of certification. Or, it will ask for specifics like "must have boiler room experience" or "must have PVC piping experience". Jeez, he spent the last 8 years doing just about everything facilities related and can pretty much learn whatever it is very quickly! Doesn't work experience count for anything?
So what do we do? His unemployment will run out in August and he's not getting any calls. Certifications run from $600+, and we just don't have the money. How can he find a job that will take his work experience into consideration instead of certifications and licenses?
Are they out there? If you know of any companies, please let me know. This is SO frustrating.
Or does anyone know of certification programs that are less expensive? Please help!
