How should I do to get a job as a permanent employee?

I am 46 years old now. I am from Japan. I had worked as
a full time employee until 37 years old. I changed jobs three times when I was a permanent employee. Then I got a disease related to stress. I could not work for about 1 and half years.
And a recession hit in Japan. After that, I have worked as part-time job, a just-in-time employee for 9 years.
I had worked as sales engineer and field application engineer in a distributor of foreign made electric test & measurement equipments and semiconductor industry when I worked a full time. however I have been working at factory, warehouse, building maintenance etc.for 9 years.
The gap of 9 years in my career is a great disadvantage.
How should I do to make up for the gap ? I want to work for foreign owned company. How should I write the gap in my resume?

Don't worry about the gap . Its not what you lost , its what you have combined. You have some great talents in some very important fields. I guessing you may even speak Japanese or an other Asian language. I would recommend to you to try a new industry . This might sound strange but you would fit the oil fields for a field tec on down hole tools . Try shooting a resume to these companies ; Baker Hughes , Schlumberger , and Weatherford these are big international companies and they need people in Asian right now . Sometimes a change is as good as a rest . By the way I love your culture don't forget it , it will bring peace to that stress . Take care !
