Where can I find entry level jobs in social services?

I'm interested in working in child welfare (adoption and foster care) but every job I look at seems to want 3 or 4 years of experience. Where can I even look for entry level positions in anything related to working with families/children?

The best idea is to either volunteer, or do some cold calling to some possible places to work at, and talk with the manager, and see if they are able to help you out with any suggestions or things that you can do to make your chances better at getting work in this field.

daycare, night counselor for developmentally challenged individuals(these positions usually are with charitable organizations(here in MD there is Melwood & Center for Life Enrichment.) They pay a little over minimum wage.
