Hi! I think Seattle would be a great place to start a commercial cleaning business. I cleaned small offices in Northern California, and have not experienced much fall out from the economy.Small businesses still need clean offices. That being said, you'll need things like contracts, bid forms, estimate charts, intro letters, and more. I have all that and more in resources on my Squidoo lens (see my profile for the link). But, first, call your local city or county clerk's office and ask if there is a license or a permit needed to operate a cleaning business. Sometimes it's not a requirement, but some areas have ordinances about needing a permit. They're usually not very expensive and last sometimes for a couple of years. Next, call around to every insurance agency you can and get quotes for liability insurance. Start with the smallest amount you feel comfortable with-you can increase it at any time. The price for liability insurance varies a lot, that's why you need to get many quotes. There's a lot more on the lens. This is a very doable business to start--it you start off right!
