is my employer allowed to adjust the hours in the time clock before she does payroll?

I work in PA. My boss adjusts our hours based on speculation. Prior to figuring our payroll my boss just sits back and IMAGINES extra breaks we take. then just adjusts our hours down without even telling us. we just get suprised with a smaller check. what does the law say about this?

It is unlawful. You have the burden of proof, however. If you are a part of a union, the director may assist you. If not, you should speak to the Labor Board in your area. You are entitled to the work pay for the work performed.
You must keep accurate records of breaks and when you came in and left. However, if you do so, expect retaliation by the employer.
He/she sounds very shady.

I am not a lawyer and I'm not giving legal advice, but if your employer is falsifying payroll reports, this is a very serious matter. (It's also serious if the employee falsifies them).
But you should immediately contact your state's department of labor. You should also run this scenario by a local employment attorney.
You should do this research immediately, as the statute of limitations in employment cases (or the time to claim unpaid wages) can be very short.
