My wife is having a hard time breaking into the secretarial job market. What are some good tips to get hired?

I would recommend using a temp-service, the kind that fills temporary positions. This would allow her to gain skills and they have all kinds of entry level things available. This way she can gain some experience and this way she can claim to be working in the field of her choice.
The other thing that would be very helpful is to take a night course at the community college in bookkeeping or finance. If money is an issue then contact the financial aid office and they have grant that you do not have to pay back.
You can also try an online class but not many business take those too seriously

a college degree is not required to be an admin asst - secretaries don;t exist anymore - she will need to take some computer and business courses (possibly at a comunity college or high school night school) though and learn to use Microsoft Word, Excel and maybe Powerpoint - once she has that training, she might be able to get some experience thru temp agencies if she can;t get a perm job right away

Since she has no previous office experience, she needs to emphasize her typing and computer skills, namely Microsoft Office products. If she doesn't have any, she needs to get some, fast! She could try for lower level office work so that she can build administrative skills and/or try temp agencies. There, she will be tested and given a chance to show that while she has no office background, she does possess the necessary skills to succeed. The agency would probably send her on some more junior assignments till she proved she is capable of handling more complex (and better paying) assignments.
