Who does the hiring for the position as a pharmacy technician?

I'm applying for positions as a pharmacy technician in my area, and am unsure who to address the cover letter to? Should I address it to the pharmacist at that particular location or to a hiring manager (if I'm applying to a chain like Cub Foods)? Or should I just address it generally "to whom it may concern" and delete the address section?

If you're applying to a major chain, address it to the human resources manager. In an independant pharmacy, address it to the owner or the senior pharmacist.
