How to motivate uneducated labour?

I run an IT and new media solutions company and i'm also a director or Forging manufacturing company and look after its day to day activity. We are located in North western part of india. Since there is recession in market and in India we are electricity shortage too and our government is not poviding electricity to industry to run its manufacturing units properly . Most of our workers are generally from low economic group who are on machines to manufacture products . We are facing problem here is that we are manufacturing and running our machines through diesel run generators . And because not having good rainfall in india the prices of daily use like vegetables , Electricity per units , etc(almost everything) .. gone up as demand is more and supply is less . Our workers have become irresponsible and totally unmovtivated. They working less during the office hours and they giving us same output during the over time hours so that they can acquire more money . And the result of all this is the less productivity and more costing to the company . I want to introduce a method or policy where my current workers dont run away as there is labor shortage too but at the same time should be more responsible and motivated so they can work in office hours more and less on over time hours so that i can cut some of the their over time hours and reduce my cost. Though i considering this solution for few months upto the electricity is back on track and everything is under normal conditions . Any ideas will help

Basically, you can fire those low productivity worker or give better walfare. Or you can implement some activity such as top productivity group and give some award. Depend which strategy you are going to use. By the wya, your engineer or higher level member shal work out on the improvement too, too much depend on the man power is a weakness

1.Set a target for them.[for individual or group] 2.Announce award for target oriented employees. 3.Offer short term in house training programmes for untrained workmen. 4.Invite their participation in goal-setting process..

First you have admitted the fact that rains have failed, economic recession has set in, the prices are spiralling. Then think, will it not affect the workers also. They will also find things difficult to manage. During this tough time some of the burden has to be shared by you also as a responsible business man. You cannot always think about making profit alone. Now if you, at this trying times stand by them they would prove as permanent assets in the future. You can have an open and effective dialogue with them explaining the situation. You have to build trust in them. Have a meeting and address to them genuinely and tell them how many steps you are ready to come forward and how many they have to come forward for mutual survival and better future. For that first you should have conviction and change your thoughts positively. No doubt it is a difficult task, but a worthy investment. You need this to do, to have sustainability and to have a better insight into them and to forge a better relationship. Once they start believing you they would give any thing you require. It is a matter of understanding. It has to start from a small sacrifice from you. All the best
