Is it legal for a public school bus driver to do this ?

The other day on my way home from school on the school bus my brother and his friend got off the bus (they're both 16) at the same time at another boy that use to be their friend (he's 15). My brothers friend started pushing around the other boy who got off the bus because he hit a female friend of theirs. When the bus driver (who is in his 40's or late 30's) say this he ran out and grabbed my brothers friend and lifted him off the ground. My brothers friend then got mad and just went home. I heard that my brothers friends mom is getting mad at the school board because of what the bus driver did. Was it legal for the bus driver to do what he did? no one was harmed.

He stopped a possible violent attack. Hurray for him. I hope he gets to keep his job and these bullies have to thumb a ride home. More of these types needs to be slapped down to see what it feels like.

the bus driver is responsible for the safety of the students, however, after they got off the bus, there might be a problem was anyone really injured?

Yes it's legal the bus driver prevented a riot provoked by a group of minors. And your brothers' friend or whatever could possibly be suspended off the bus temporarily or permanently and also be suspended from school for trying to start a fight or riot. The bus driver has every right to keep his job.
