How would you reword these skills in a resume?

I'm helping someone with their resume and I'm not sure how to word these skills:
•Maintain and monitor quantity of production output
•Hand assembly and inspection of manufactured products to conform to specifications
They sound more like job experiences than relevant and current skills. This resume is for factory work. Thanks!

Do you have any relevant statistics or numbers that can be used to qualify these statements? HR people like to see proof that backs up what you say on your resume.
For example, I'm assuming the "maintain and monitor quality of production output" means that your friend watched the line and pulled out defective product. Did he/she have any quantitative goals that had to be met? If so, this one could be re-written like, "Oversaw the production of x,xxx pieces per hour, while maintaining quality standards of less than xx% defective items."
On the second one, it'd be really easy to incorporate something like that - you could go with, "Hand assembled and inspected manufactured products to conform to specifications of fewer than xx defective items per hour (or day, year, whatever)." If your friend did anything - no matter how small - to reduce the plant's defective rate, that's definitely worth highlighting too.
