Applying to 40 jobs may seem like a lot but it's not really. There is a lot of competition in this job market, both from people with only a few years experience up to people with decades of experience. The key is not to become discouraged.
You should try tailoring your resume and your cover letter to each specific job. In other words, match your specific experience and education to the requirements of each job you are applying for. Also, highlight any awards or special recognition that you have received. Show how you have progressed in responsibility from entry level positions to higher level positions.
The absolute best way to get an interview and a job is to be recommended by someone who works for the company you want to interview with. Find a way to meet people through professional organizations or through mutual friends or acquaintances who work for the company you want to be hired by and get them to recommend you. I know this is more difficult than sending out blind resumes but the results are worth the effort.
Good luck!
A:
1) Drop off the High School. It's no longer relevant.
2) List what you majored in at University, even if it's not related to your job.
3) List the software you can use - Microsoft Word, etc.
4) Did your University have a career office? They might be able to help.
Good Luck!

That resume is WAY to wordy... try and keep it to the point. I like to use bullet form and bold words that an interviewer would be looking for... for example:
* Proficient in the use of the modeling program Civil 3D to model storm sewers, water mains and sanitary sewers.
And I would Bold the words "Civil 3D".
Just think of all the resumes they have to go through... would you want to read all that? Bold what is important.
