Do you live in a state that is weathering the recession OK? A really good place to look for entry-level administrative jobs are state agencies. I live in TX, and there must be 100 posting on agency websites for clerical positions. Usually, they want you to have an associates degree or some credits at a college, and some decent communication skills. State jobs have the advantage of being relatively stable (unless you are in CA), and usually have great benefits too. Each agency will probably post openings on its own website, so you'll have to spend some time. The same goes with city and county agencies.
Another thing to consider is gaining some type of experience to give you a leg up on your competition and, more importantly, contacts. It may be that a lot of job opportunities aren't even posted where most people look...contacts are crucial there. Consider whether you can get some volunteer work in a field you might be interested in. When I was in school, I volunteered at a state agency, and they offered to place calls on my behalf...that's how I got my first job out of school.
Finally, Google [your state] + employment. State employment agencies often maintain job banks.
Good luck.
