Is it legal for a dental practice to hire a dental assistant who has no degree or certification?

I have a friend who was hired and is working as a dental assistant..it's slightly alarming to me that they are allowing her to work on patients when she has no type of certification or degree..is that legal?

Nothing needed since all she does is hand the tools the Dr. points too.
She does not touch the patients mouth. Many dentists prefer to do their own training.

Yes it is legal. Dental ASSISTANTS can assist the dentist by holding suction, making temporary fillings, recementing crowns, taking impressions, sterilizing equipment, etc and not be trained. Totally legal.
If she has to take xrays on patients then she must take an xray certification class or test to be able to do that. Many dental assistants or orthodontic assistants have no licensing or certification and can be trained on the job.

If it's the Uk, then NO it is not illegal for an individual to be working without any formal training.
However in order for an individual to continue to work as a Dental Nurse in the Uk they have to be registered with the General Dental Council and the only way they can do this is to hold a recognised qualification, which requires them to be either be on a course or have their name down for a course to gain their qualification
If they are not on a course already or have their name down for a course then this is Illegal and they are not allowed to work as a D/N
