Im an Operations Project Manager (Nuc) in Ontario and can't find a job anywhere! Am I doing something wrong?

I am a Mech Eng. who has been everything from an Auditor, Enviromental qualification analyst, a operations project manager and waste management operations project manager. 25 years and this is the hardest I've ever had to look for a job. I have scoured over every contact twice in the last 3 months I have sent out over 400 resumes , applied out of province and still am getiing no were... re-cruiters ...umm no thanks i went to countless interview leading no where ..... is anyone elsde finding this kind of slump? the work itself is not there the insiders are telling me.... but they are working right? hmmmm I was a contractor many years back and i know it set off alot of people because i was making more than them, however, i'm just interested in reinventing myself any comments or suggestions?

the econmy of ontario is bad, and the hiring will only pick up nexy year. it will become worse before becoming better after the ontario city said last week that it will reduce its city budget by 10%, meaning more cutback or layoff or hiring freeze.

I have a few friends that are in the project management field and are also finding opportunities are hard to come by. The challenge is a good many companies have frozen the capital budget due to the economy, meaning there are no capital projects out there. In addition, the stimulus money is being spent on 'shovel ready' projects, meaning most of the pm work has been done.
My friends are hopeful corporate capital budgets will open up again in the new year. In the meantime, they have definitely broadened their job search.
