can an apprentice electrician work under a journeyman?

the owner of a company wants to hire me as an apprentice electrician, but his head electrician is only a journeyman... do I have to work under a master? we don't want to break any laws in texas

Yes, the apprentice can work under a journeyman. The journeyman is responsible for the job the same way he'd be responsible if he worked alone. So don't be offended if the journeyman is looking over your shoulder and checking everything you do.
