How much do you earn as a retail sales supervisor?

I recently transferred to Sacramento, CA with my company (a fashion designer) and was expecting a cost of living increase as things are much more expensive here. Unfortunately my manager only offered me a $0.50 increase and told me that was good. The more I think about it, the less appropriate it seems. So I'm curious, is $11.50 good for a retail sales supervisor in the Vacaville Outlets / Sacramento area?
