DISASTER, EMERGENCY, PREPAREDNESS, INCIDENT COMMAND SYSTEM



Health Research, Inc., a not-for-profit corp., seeks a Public Health Emergency Prep Coordinator OR PH Emergency Prep Rep to work in Menands , NY . The Public Health Emergency Preparedness Coordinator (PHEPC) will review existing public health preparedness plans, identify implementation issues, draft addendums and draft new plans. The PHEPC will work collaboratively with the NYS Department of Health (DOH) subject matter lead experts, regional offices, local health departments and other external partners to assure an integrated approach to emergency planning and response. As dictated by the needs of an actual emergency, the incumbent will staff the State Emergency Operations Center (EOC), and the Health Operation Center (HOC), assisting with warehouse duties and with non-emergency duty officer calls. The PHEPC will be expected to participate as a member of the response team with direction as required to ensure the needs of the Department are met. Serve as a member of a workgroup(s). Other related duties as assigned.

If filled as the Public Health Emergency Preparedness Representative (PHEPR), the incumbent will develop Local Health Department (LHD) plans for mass vaccination/drug/dispensing. Coordinate and facilitate conference calls/meetings as needed. Act as a liaison between local jurisdictions and the State for reporting emergency conditions. Provide statistical and analytical reports of logistical information regarding H1N1 activity. Develop and write emergency operation preparedness response plans related to H1N1. Provide logistical and operational SNS program support. Write guidance documents relating to H1N1 pharmaceutical assets. Staff operations desk within SEMO when activated. Other related duties as assigned.

Some travel required is required of both positions.

Minimum Qualifications - PHEPC: Bachelors degree and two years of relevant experience or Associates degree and four years of relevant experience or six years of relevant experience. A Masters degree may substitute for one year of experience. Relevant experience required must be in disaster preparedness, emergency planning or a closely related field.

A Masters degree may substitute for one year of experience. Relevant experience required must be in disaster preparedness, emergency planning or a closely related field.


Preferred Qualifications: Knowledge of disaster preparedness and response systems, goals and objectives, including the Incident Command System; the ability to establish administrative priorities within assigned programs, the ability to organize, consolidate, and prepare narrative and numerical information into clear, logical reports; the ability to analyze written and published program material and draw conclusions concerning its impact; knowledge of public health and/or all-hazards emergency preparedness programs and planning efforts; and the ability to communicate effectively orally and in writing. Experience in Word, PowerPoint, and Excel is desirable. Ability to work as part of a team structure, develop and/or manage, organize and present preparedness issues.
