Lead role in Subcontract / Program Management - entails subcontract negotiation and subcontract definition insuring desired objectives are achieved. Coordinated efforts with all departments in fulfillment of Subcontract management responsibilities on new and continuing programs. Advance Subcontracts Departments involvement in business activities by participating as a business advocate through evaluation and real time sale of solutions and business position to the internal and external customer. Plan and target desired outcomes and participate in a balanced business process. Strong Program Management / Subcontracts focus - Subcontract size will vary from $5M to $50M+. Must be able to manage several large subcontracts simultaneously . Provides subcontract management support in pre-proposal and post award activities. Participate in Request for Proposal, negotiation, administration and general business process for new and continuing subcontract obligations. Prepare, negotiate, review and execute subcontracts detailing prices, terms and special provisions. Interact and promote business advancement with all departments within the Division (Business Line, Engineering, Quality, etc.) in pursuit of key business objectives. Primary contractual point of contact in dealing with subcontractors. Draft and review agreements such as Subcontracts, Teaming, Non-Disclosure, Licensing, Escrow, and other legal documents.
Qualifications:
- BA/BS required
- Minimum 10 years of experience managing large, complex subcontracts (performance responsibilities, detailed progress and cost reporting requirements)
- Experience in dealing with U.S. Government based Firm Fixed Price and Cost Reimbursement subcontracts
- First-hand knowledge of the FAR, DFAR, knowledge of U.S. Government and commercial procurement methods, and strong quantitative analysis skills
- Knowledge of EVMS
- Ability to obtain U.S. Secret Clearance required.
