Position Summary:
Primary responsibility for all operations and contract deliverables for the TennCare Public Sector, Operations and contract. Includes implementation of Optum Health Behavioral Services (OHBS) /TennCare projects, internal staff development, budget development and adherence, development & adherence to policies and procedures, and establishing priorities based on TennCare deliverables. Responsible for all program planning functions with UHc/TennCare and stakeholders and for meeting contracted reporting requirements and performance standards. Accountable for business retention, RFP responses, and contract negotiations.
Responsibilities:
- Coordinate day-to-day operation in all departments to achieve goals and ensure smooth and efficient functioning of the TennCare Operations public sector site.
- Interact closely with TennCare and AmeriChoice operations, managers, providers and other stakeholders in the development and implementation of Behavioral/Medical systems of care requirements.
- Ensure the timely completion of contract deliverables.
- Guide Directors, managers and supervisors in the effective delivery of services, meeting goals, and avoiding contract penalties.
- Oversee the clinical and administrative supervision of staff.
- Participate in OHBS /JDH/AC wide meetings/projects and provide a link with other departments/business units. Ensure collaboration and coordination with other areas of OHBS /SCS/JBH, AC, and especially TennCare Medicaid business units.
- Oversee hiring, promotions and disciplinary actions to assure adherence to human capital policies.
- Formulate action plans to remedy any findings from audits, TennCare activities, utilization reports, provider and client concerns and TennCare and UHc/AC reports/concerns.
- Demonstrate effective, adaptive leadership style that promotes innovation and accountability, and establishes work priorities; delegate pertinent activities.
- Represent TennCare enrollees/community and in support of all TennCare initiatives.
- Lead responses to implement the TennCare business, lead contract negotiations, lead the implementation of new TennCare business/projects.
Qualifications
- Advanced degree (Master's, Ph.D.) in psychology, social work, nursing or related professional field .
- Administrative experience in public sector and /or behavioral health.
- Minimum 7 years broad range managerial experience.
- Extensive experience managing P&L
- Extensive experience managing risk
- Thorough understanding of Public Sector-Medicaid managed care principles, models, and financing required, with a minimum of two years experience in a corporate managed healthcare environment strongly preferred.
- Prior experience in public sector mental health or non-profit community mental health, with knowledge of Medicaid populations required.
- Minimum three years of public sector health administration/management required.
- Demonstrated leadership effectiveness and project management expertise.
- Demonstrated excellent verbal and written communication skills required.
- Prior experience making oral presentations preferred. Strong customer service orientation required. Strong data analysis and report writing capability required.
- PC proficiency required.
- Demonstrated abilities to build effective teams, facilitate staff working together collaboratively, and retain top talent.
- Exceptional planning, organization, and monitoring skills.
