UW Medicine Information Technology Services department is a shared services organization, which supports all of UW Medicine. UW Medicine is comprised of UW Medical Center, Harborview Medical Center, Seattle Cancer Care Alliance, UW School of Medicine, and UW Physicians Network. The IT Services organization is responsible for ongoing support and maintenance of the infrastructure and applications which support these institutions, along with the implementation of new services and applications that are used to support and further the mission of patient care, research and teaching.

Working under the direction of the Director of Quality Management the position of Project Financial Specialist is responsible for a wide range of budgeting, accounting, and analyses for major information technology projects. Develops and maintains accounting controls, policies and procedures for sound financial management of the IT Project Portfolio. Develops and implements systems, processes and reports to ensure accurate, timely financial tracking of major projects to IT Services leadership and for project internal and external oversight boards.

The IT Services organization is responsible for ongoing support and maintenance of the infrastructure and applications which support these institutions, along with the implementation of new services and applications that are used to support the care of patients. The IT Services department is funded by the entities it supports.

The Project Financial Specialist will make hiring and firing decisions, reclassification recommendations, salary adjustment recommendations, handle complaints and grievances, as well as generally planning, assigning and approving the work of fiscal support positions. Must be able to positively influence hospital Financial and Accounting Administration, as well as Information Technology professionals.

POSITION RELATIONSHIPS
The Project Financial Specialist must work with people throughout UW Medicine, UW Computing and Communications, and other university organizations. This person will have contact with all levels of management on an occasional basis as related to specific financial concerns. This person will work cross-functionally with team members from IT Administration, Medical Center Accounting offices and IT Services project managers.

Characteristics, Duties, and Responsibilities
•Cooperation and Partnership: Develops successful partnerships, manages relationships, and communicates and works effectively within and outside of IT Services.
•Works closely with ITS administrators and administrative staff to ensure that project financial systems integrate with department financial operations.
•Accounting management for IT projects:
•Manages IT project accounting processes to ensure accurate timely project reporting.
•Ensures accounting records are maintained in accordance with GAAP, as well as state, UW and UW Medicine regulations and policies.
•Works closely with Medical Centers ’ Finance and Accounting departments to ensure standard practices and procedures are used by all entities whenever possible. Develops and implements model to calculate and report on individual project and Project Portfolio
•Establishes, implements and maintains IT accounting policies and procedures, and develops methods and tools to ensure proper classification/coding of operating and capital purchasing transactions for major IT projects within the department.
•Teaches/trains Project Managers on project financials tracking and fit with the other project constraints of time and quality/scope.
•Works closely with ITS administrators and administrative staff to ensure that project financial system integrate with department financial operations.
•Monthly Financial Reporting: Prepares monthly project accounting reports for Medical Centers including labor, capital and expense accruals as needed.
•Prepares IT Services financial statements appropriate to the customer audience
•Works with Medical centers to reconcile project costs between the entities as needed for the annual financial audit.
•Prepare budget vs. actual project reports and explain budget variation as needed by IT management and other customers
•Identifies financial trends, issues and concerns; analyzes alternatives; interprets and recommends and implements solutions.
•Provides qualitative and quantitative data regarding project financial performance to the Project Managers and IT Services leadership.
•Reviews internal labor charges and reconciles static financial budget charges with actual time tracking reporting.
•Prepares journal entries for Internal labor, Expense accrual adjustments, Project asset capitalization, Project asset write-offs
•Works closely with ITS administrators and administrative staff to ensure that project financial system integrate with department financial operations.
•Budget and Forecast development: Works closely with IT project management, department administrators and administrative staff to develop and update project budgets for the IT Project Portfolio, including:
•Project cost estimation and initial budget (operating and capital) for major IT projects.
•Performs financial analysis as needed including Net Present Value (or other approved financial measures)
•Capital and expense forecasting
•Input to fiscal year planning process
•Provides qualitative and quantitative data regarding financial performance to project managers and IT Services leadership.
•Time Reporting Management: Reviews internal labor charges and reconciles static financial budget charges with actual time tracking reporting.
•Cooperates with Medical Centers: Solicits and incorporates direction from Medical Centers’ Accounting regarding use of capital funds
•Manage and Develop Staff: Manage direct report(s) including hiring, evaluating, training, salary administration, discipline, staff development, and staff retention. Additionally, within training and staff development duties, share knowledge and expertise with internal and external staff.
•Accounting Practices and Controls: Develops and maintains accounting practices and controls for sound financial management in accordance with GAAP of the IT Project Portfolio, including:
•Tracking of Actual to forecast to date, variances, projections
•Incorporates policy from Medical Centers’ Financial organizations regarding standard accounting practices
•Accounting Leadership: Provides leadership, Identifies and implements automation of IT Services accounting practices and controls and modifies work flows to maintain and improve accounting processes across the medical centers.

MANDATORY QUALIFICATIONS
•Bachelor’s degree in Accounting, Finance, Business Administration or related field. Equivalent experience may substitute for the educational requirement.
•Minimum of 3 years experience in capital accounting and accounting systems development and maintenance in a healthcare setting.
•Including 3 years experience with project and job cost accounting, and the development of accounting processes and controls for complex organizations.
•Advanced skills in Excel.
•Excellent verbal and written communication skills.
•Experience in presentation of financial materials to a diverse audience which represents all levels of an organization.
•Demonstrated knowledge and application of financial tools for tracking projects.
•Detailed-oriented with strong analytical skills and proficient spreadsheet capabilities.
•Minimum three years of experience developing and implementing plans and budgets.
•Experience identifying process improvement opportunities and implementing improvements.
•Proven customer service orientation.
•Demonstrated capability to forge effective partnerships with diverse business partners.
