Our client is a non-profit health center in Contra Costa County who is committed to being a responsive, accessible community health care facility.
The Chief Operations Officer (COO) reports to the Executive Director overseeing day-to-day operations at all locations in support of the mission and vision of the health center. The COO has responsibility for planning, directing, and coordinating the development, selection, implementation, and utilization of the health center’s operations. The COO works with all levels of staff to identify and address individual, departmental, and organization wide needs.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Directs and manages operations, and maintains and ensures compliance with health center policies and procedures.
- Evaluates, develops and implements new procedures, policies, protocols, standards and special programs for improving patient care, service delivery, and support operations.
- Monitors patient volume activity and quality of service, overseeing planning and delivery of services to ensure efficient patient flow.
- Responsible for compliance with regulatory and accreditation agencies for patient care and operations management. Monitors performance against regulations and standards, identifying and correcting deficiencies.
- Working closely with the Executive Director and CFO, has primary responsibility for identifying needs, writing grants and obtaining grant funds, with direct responsibility for the implementation of grant deliverables.
- Oversees the development of the center’s annual budget in collaboration with the management team. Monitors monthly expenditures and performance against budget.
- Develops, recommends, and prepares specifications for capital expenditures, projects and proposals as requested by the Executive Director.
- Directs and reports on the collection and transmittal of patient demographic, financial, diagnostic, and service/procedure data.
- In collaboration with the Medical Director, directs the Quality Improvement/Quality Assurance Program. Monitors, modifies and implements QI/QA measures to improve performance.
- Manages the center’s physical resources, monitoring for an efficient, cost-effective safe environment, recommending and implementing updates or changes.
- Maintains authority and accountability for clinical and clerical staff employee utilization and scheduling, other than finance and billing departments.
- Evaluates the operations structure and team plan and develops training and education for continual improvement of the efficiency and effectiveness of the group, as well as provide individuals with professional and personal growth with an emphasis on opportunities (where possible) of individuals.
- Maintains professional growth and development through seminars, workshops and other resources.
- Manages special projects as assigned by the Executive Director.
SPECIFIC SKILLS & QUALIFICATIONS
- Bachelor’s degree, preferably in management, healthcare, or related field.
- Management and supervisory experience, preferably in a medical clinic or out patient setting.
- Working knowledge of the principles and practices of health care planning and management.
- Extensive knowledge and high proficiency in Microsoft Office applications are required; Excel a must; PowerPoint a plus.
- Experience working in a medical office environment where flexibility and strong communication skills are essential.

We are looking for full time candidates: 8:00am to 5:00pm – Mon - Fri. Compensation for this position depends on experience. Excellent benefit plan.
