The mission of Rocky Mountain Engineering is to be the engineering and technology leader for developing and integrating information based systems through people, process, technology and products/tools. The operational concept for engineering is dependent on teamwork and leadership. The Integration and Test Discipline Manager is an integral team member within the Integration and Test Organization of RME. The Focus of this team is to maintain the highest degree of responsiveness and commitment to programs and business unit managers while building technical competency on the part of our I&T engineers.
Job Description:
The Integration and Test Discipline Manager, residing within the I&T organization, provides engineering leadership, under the direction of the Integration and Test Discipline Manager, to approximately 140 engineers who support all of the Raytheon Aurora Campus product lines. Responsible for supporting the staffing, training, mentoring, career development and personnel actions within the I&T discipline. Also responsible for supporting the implementation of organizational processes that will result in CMMI Level 3 and ISO Certifications. Interfaces with I&T Discipline Manager and Product Line Engineers to ensure programs meet I&T engineering cost and schedule goals. Participate in the IIS I&T Council and support the improvement of processes, metric and bid models.
The Integration and Test Discipline Manager supports the leadership of the engineering resource pool for I&T Engineering. Key responsibilities include:
–Ensure excellence – Supporting leadership of the engineering team to motivate and improve "Competency" of I&T engineering for application on programs. This will include process and operational concept for I&T engineering within the overall engineering operational concept. –Engineering Home Room - The home room is virtual but provides support for career counseling, planning for future assignments, training to improve skills and communication for all matters tied to I&T engineering. –Communication - The Integration and Test Discipline Manager will attend regular staff meetings with the RME Engineering Director and ensure the timely fan-out of appropriate information. This communication is bi-directional.
–Chair the RME I&T Council
The Integration and Test Discipline Manager is accountable for: –Staffing - Acquiring needed staff from college, professional, and contract labor sources. –Training - Curriculum definition and communication of expectations for their knowledge and skill required to meet job requirements. Awareness and use of common processes and tools is essential to create synergy among team members and across teams. –Equipping - The tooling of engineers to perform their work efficiently. Knowledge of standard tools and how these tools interface to other disciplines is important.
–Deployment - The timely assignment engineering resources from both external and internal sources to programs. Both short term and long range plans are necessary to support the program demand for the correct skill and experience at the right time and ensure job rotation to build competency for the future. –Measures - Necessary to demonstrate both efficiency (productivity) and effectiveness (quality). In addition, the Integration and Test Discipline Manager will support accounting for effectiveness in staffing programs (e.g., delinquency rate) and people effectiveness indicators (training, performance, diversity, retention, etc.). –Performance Assessment/Compensation - The Integration and Test Discipline Manager will support the performance development, rewards and compensation process. This process will be executed with participation of appropriate program personnel. –Financial - The Integration and Test Discipline Manager will be accountable for their part of the allocated engineering overhead budget. In addition, Integration and Test Discipline Manager will help ensure that approved bidding processes/models are used on all proposals with bids being owned by the discipline. –Communication - Communication is everyone’s responsibility. Integration and Test Discipline Manager plays a key role ensuring that all members of the I&T engineering team are knowledgeable on matters that pertain to I&T and engineering in general. Communication should be achieved through a variety of mechanisms. –R6sigma – The Integration and Test Discipline Manager will identify projects and coordinate with the RME Engineering Director on R6sigma activities. They will flow down objectives to achieve business needs.
-Responsible for program performance to cost, technical and schedule.
Required Skills:
Minimum 12 years experience in engineering mgmt and participation in software design and development activities Demonstrated leader, engineering mgmt experience, proven track record Organizing teams w/ successful execution Record of successfully working in a teaming environment where a high degree of responsiveness and commitment to programs and business unit managers has been demonstrated. I&T technical competency
Desired Skills:
Familiar w/ Raytheon IPDS or industry equivalent Program / project mgmt experience helpful Problem solver, risk taker, change leader Qualified Six Sigma Specialist
Existing TS/SCI security clearance
Required Education:
B.S./B.A. in Engineering, Science or Math
