Position Description:

Summary:
The Programmer/Analyst works with Sterling's business areas to build and support internal software programs and systems that support all Sterling business goals.

Duties and Responsibilities:
1. Develop new software applications to support business requirements (examples include: processing claims, premiums, commissions, leads, system integrations, and data warehousing). Development responsibilities include:
• Participation in feasibility studies
• Project planning
• Working with users to develop requirements;
• Fully document software design and technical specifications for requested changes
• Develop software code and configuration
• Complete testing of software changes
• Implement following Sterling change management procedures
• Hold training sessions to educate users on software changes
2. Provide production system support as the on-call developer
3. Collaborate with Application Developers
4. Work closely with Business Solutions Analysts and Project Managers
5. Collaborate with Application Administrators, DBAs, and other IT staff
6. The Programmer/Analyst II:
• Is primarily responsible for small to medium projects
• Assists in guiding and training lower level Programmer/Analysts and IT Developer Trainees
• Serves as Sterling's technical contact with external entities (clients, vendors, etc.)
• Implements projects with some assistance and supervision
• Participates in system requirements, design, documentation, and code peer reviews
• Analyzes data using SQL
• Performs checks to ensure data integrity
7. Other related duties as assigned

Knowledge, Skills and Abilities:
• Excellent skills in two or more of the following:
• Oracle SQL and PL/SQL skills
• PowerBuilder (version 9.0 or higher)
• C#/.NET / BizTalk framework

• Working knowledge of the following:
• Java (J2EE/J2SE),
• Oracle RDBMS (version 8i or higher)
• HTML/XML/XSL, ASP
• Infomaker

• Excellent skills in the following areas:
• Problem solving
• Relational database concepts
• System change and release management practices

• Strong skills in the following areas:
• Software development and design
• System requirements gathering
• System documentation practices
• Oral and written communication skills
• Organizational and prioritization skills
• Leadership and team building skills

• Ability to work in a team-oriented, dynamic environment
• Ability to function in a multiple task, deadline-driven environment
• Ability to work well under various stressful and time sensitive situations
• Ability to work independently with very little direct supervision

Education and Experience:
• BS in Computer Science or related field or equivalent education/experience
• Minimum 3-5 years related experience

Desired:
• Experience with health insurance, Medicare and/or healthcare systems
• Strong understanding of Sterling's business

Essential Functions:
• Manual dexterity in hands to do extensive keyboarding
• Requires the ability to sit for extended periods of time
